Legal in Minnesota as long as the first trailer is a 5vr. However I have been told by DOT enforcement here that you need a CDL to tow a trailer 10,000lbs+. They tend to go after guys with big cargo/cattle trailers.
I have a class A and drive for a living,the states can restrict,to a certain extent what you can tow in their state,doesn't matter what MI says. For example triples are illegal in MN but are towed out west all the time. Same goes for weight and length rules.
