Double towing is a traffic law. Reciprocity does not apply. Even if you have a Class A CDL with Double/Triple endorsement, it does not mean you can tow doubles or triples in an RV configuration in states which do not allow it. Your CDL endorsements apply ONLY to commercial vehicles.
However some random state could decide that, in order to do recreational double towing a CDL with endorsements is required.
Not saying I know of any, just they could make that a condition for their state
