I had friend who was at the speed limit in the left lane and wouldn't move. The cops pulled him over, and told him is was not in his authority to enforce the law, then gave him some kind of ticket. This was many years ago. In Oregun, they will ticket you. The left lane is for passing, but I get that there's often too much traffic in the right lane.
