X2. Travel speeds are dumbed down one size fits all because anything else would be a nightmare to enact. The reality is much more like you describe: it depends upon the conditions and traffic. If you’re scared of speed, staying out of the way is easy enough most of the time.
Camping in the left lane impededing traffic is either obliviousness or intentionally being a jerk.
