There should not need to be laws governing left lane use. It is simple common sense.
Many years ago, my first time driving, riding actually (motorcycle), in Canada, I was amazed by their courtesy. When a Canadian driver in front of me would notice me coming up from behind, they would move to the right shoulder, allowing me to pass, without moving much into the oncoming lane to do so. I noticed this was common practice in Canada, when I traveled there later years too. It's been quite a while, I'm curious if our neighbors to the North, are still this courteous, or if they have moved to our not so friendly road sharing?
