I think driver's should be able to choose their lane, after all, they're paying road taxes for all of the lanes. If someone is holding up traffic in one of the lanes then they should be dealt with rather than banning everyone from a lane.
Nobody is actually "banned" from anything. In MI, the law is, right lane unless passing slower traffic. If the right lane is full of slow traffic, you are passing them, so you stay in the left lane. But when the road is not crowded, they expect to see you in the right lane.
