In Tn Oklahoma,Ark and some others, I don't remember the list, It is ok to be in the Left lane but you must move over and not block traffic.
Semis are the worse. Even paining no Semis on the roadway left lane on three lane Interstate they still do it and cause a backup for miles.
Oklahoma has signs on each side of the roadway on Interstates requiring you to move to the right if you are going slower than the traffic.
Essentially left lane is to pass but if you are moving faster than the right lane ok just don't block traffic.
I noticed the immediate difference when we left Oklahoma on I40 into Arkansas. The semis blocked the road both or all lanes. Micro passing or talking with neighbor semi driver?
Same in Tn except the areas where the road has the signs painted on it and Tn Law now requires on three lane Interstates that semis to stay out of left lane, or must move over when other traffic is being blocked. They don't care. I75, I40, and I24 an the others are two lane for most of their lengths and semis refuse to stay in right lane behind a California semi governed to 65.
In Florida it will be a tough call for Trooper as all lanes are usually packed. Governed semis are a major contributor to the congestion I think. Also those that drive left lane to their exit to get out of the backup and then on the brakes maneuvering to the right lane.
