In some (most) states, the left lane IS an equivalent and equal lane to the right lane; as well it should be IMHO. There is no reason to "vacate" a perfectly good lane (oftentimes the smoother lane) UNLESS you are impeding other vehicles. The states that have passed those "no left lane unless passing" laws, IMO, are simply taking the easy way out rather than enforcing a law against impeding traffic; which becomes problematic when everyone is exceeding the posted limit.

Driving 55 on the freeways in CA IS dangerous. It's common sense that all vehicles moving at similar speeds is the safest condition. Intentionally mixing vehicles at 2 different speeds, 15 mph apart, is a recipe for disaster. People running at 70 (the speed limit) are not "idiots" (as you claim) when they come flying up behind trailers running at 55 (the towing speed limit); after all, both are "following the law", right? I run 62-65 all the time (class A towing an enclosed trailer), up to 70 for passing; that is generally the same speed that semis are running, and the CHP ignores it, because even they see the idiocy in trying to enforce radically different speeds on the same roadway.
