The problem is when it's two lanes in one direction and the person in the fast lane "THINKS" they are doing right on the posted limit. But in fact their odometer is off and they are actually driving slower as proven by having a GPS in your vehicle.
My motorcycle for example is actually doing 66-67 when it shows 70 on the ODO. My GPS app on my phone confirms this.
