Please remember that speeding is illegal. But, and this is a BIG but, so is impeding traffic. Notice that the impeding traffic law does NOT say it is illegal to impede traffic only up to the speed limit. If you are in the left lane impeding traffic, but telling yourself "it is OK because I am doing the speed limit," you are wrong.
