The discussion on rampant disregard of the speed limit is exactly the point of this thread. It's fairly well known around here that you won't get pulled over for any speed less than 10 over, so the cruise control gets set to 9 over and all is well. Here on Cape Cod, there is exactly one section of US6 where people drive that speed - the section where the trooper sits at the rest area. Also, everyone knows that most LEOs won't get out of their cruiser in the rain unless it's a $200+ ticket.
And it's not limited to drivers. Bicyclist regular blow through stop signs ("I can't put my foot down!!!"). That doesn't prevent them from insisting that they have rights to the roadway. I have never seen an LEO stop a bicycle for stop sign infractions. Nothing bad happens, nothing is changed.
Blatant disregard and lack of enforcement is a problem, and if they don't enforce the laws, they should just remove them. This was the discussion in Mass last year about the wipers on-lights on law. Although most newer autos do this automatically, a large number do not. One of the local stations did a story on this and they called every municipal police dept in the state. In the year this was the law, NO tickets had been issued. After all, it's raining.
