I think driver's should be able to choose their lane, after all, they're paying road taxes for all of the lanes. If someone is holding up traffic in one of the lanes then they should be dealt with rather than banning everyone from a lane.
The one issue that needs to be addressed is the drivers who seem to think they were chosen for lane monitoring. The drive in a position next to the vehicle in the number two lane for miles causing a blockage.
