Regardless of your opinion the two are not mutually exclusive. Common sense means you keep control of your vehicle, if you don't feel you can do that at speed, then certainly you should go slower. Many people can control their vehicle at speed.
OK, I got it, the speeders get to control the behavior of all the lesser people, is that correct?
The majority of the people get to "control" the behavior of the outliers. That's how most everything works in our society. Ever hear of the 85 percentile speed concept? http://www.lsp.org/pdf/troopc85thSpeed.pdf
If the majority of people are "speeding", the limit is wrong not the people. If there are just a few, write them up.
