No, it isn't. Can you provide me with the California Vehicle Code that says I must move to the right unless passing?

Read that again; It ONLY applies to driving slower than traffic/impeding traffic. There is NO California law that prevents me from driving in that left lane if I am NOT driving less than the normal speed of traffic. Try again.

These laws exist because the folks who routinely drive in the left lane are the same ones who never check their mirrors.
