Read that again; It ONLY applies to driving slower than traffic/impeding traffic. There is NO California law that prevents me from driving in that left lane if I am NOT driving less than the normal speed of traffic. Try again.
how about this Sac Bee article:

i think we agree. i meant that California has a law for "slower traffic move to the right". i don't think i said you couldn't drive in the fast lane.
This thread is awesome entertainment also......
Seems fairly clear.
“on California roadways with multiple lanes traveling in the same direction a vehicle shall be driven in the lane closest to the right side of the roadway. This lane is typically referred to as the slow lane or #2 lane. Vehicles driving in the left lane (#1 lane or commonly referred to as the fast lane) should be either be overtaking, passing another vehicle proceeding in the same direction, or be preparing to complete a left turn.”
Let the spinning commence. Ahh, it commenced day ago LOL.
I like it when I move to the left lane to allow someone coming down an on ramp to merge into the right lane. Then they speed up and match my speed even if its 85 mph, and ride right beside me for a mile. Then they mash it and come flying up on the right in an attempt to get in front of me in the left lane. I purposely pace them so they eventually have to get behind me which allows me to brake check em when they're riding 2" from my bumper.
Have you ever been on a two lane road waiting in a left turn lane for the oncoming traffic to make a left turn, and the oncoming cars see you and speed up in an attempt to close gaps so you cant cross the lane? It's like they think that your crossing of the road in front of them is somehow going to cost them time.
Plenty of Aholes out there on the roads.
