You say you were entering an intersection on a green light. That means he stopped then entered an intersection on a red light to do a left turn. Drunk driving aside those 2 things alone will make him totally responsible. Glad to hear you got witnesses. BTW any time a left turn is involved in an accident it's usually the driver doing the left turn that is found at fault. Had a case of a driver passing on a double solid line when the driver being passed signaled and turned left. In spite of the double line pass the left turn driver was at fault 100%.
