I am not sure what you mean by this. Parks that don't have camping spots, will have dump stations? Or do you mean when you need to dump, and go to a park not to camp but just to dump?
I think they mean that parks that do not offer full hookup sites, but only have dump stations and sites with water/electric (or fewer hookups), are dumpy. That hasn't been my experience, so I guess my standards are different, or I've been to different parks, or both.
I read it the same way, that parks without sewer hookups are somehow sub-standard. Apparently the poster has not spent any time at the thousands of truly great state and national park campgrounds in the US that offer limited hookups or even no hookups.
