It is legal to "discharge" fresh water, straw/hay and a few other things on the road in CA.
Hhmmm I wonder if it is legal to "discharge" chickens on the highway in NC. One time I was on my way to MB and I kept seeing dead chickens along the highway. I finally found the source. A tractor/trailer loaded with chickens was going down the highway and apparently a couple of the cages had popped open. Unfortunately for the fowl there escape was short lived...:B
