Apparently, the FACT that in sone states it is ILLEGAL just doesn't matter. If one does not agree with a law, it appears that ignoring it is acceptable.
A sad attitude, IMO. Even sadder is the fact that the attitude is likely passed to the children...
Who said that it doesn't matter? In PA, it's not against the law to drain fresh water on a roadway. Many townships in rural areas will do such during local carnivals and fairs to keep dust down. If it's illegal where you live, then don't do it.
