There are reasons for draining a tank other than sanitizing. I see little difference where you do it. Last trip of the season. Sometimes you have to fill up in places where the water is so hard it isn't fit for drinking so you want to get rid of the remaining water on the way home or next destination.
I once stopped at a service station that had a dump site which I knew had pretty good potable water in the past and was reasonably close to my destination. After filling my water tank, I pulled around to fill up with diesel. When I went in to pay there was a boil water advisory pinned to the wall. My drain valve was open for the next 50 miles.
