Good point! Keep in mind that a tank NEVER drains completely. After the drain quits running, there can be an inch or more of water laying in the bottom of the tank. It is, for all practical purposes, impossible to get that out of there without removing the tank.

As for draining the fresh water tank while driving on the highways and byways, I have heard anecdotes of people getting ticketed for "allowing an unknown liquid to drain on the public thoroughfare".
I do not know if the stories are true, but it is certainly possible, especially in the highly paranoid world of today.
