I think a lot of it has to do with not knowing that the TT set-up is important. If someone doesn't realize, they don't know what to ask or even go looking for advise. RV dealers are worthless as most of us know.
I hate to suggest more government but may be the states should require a training/licensing program for RVs, like the requirement for getting a motorcycle endorsement. This would a least make them aware and for the responsible, seek more information.
