I believe you will find that it is illegal to sell any small electric heater that DOESN'T have a safety shut off switch for tip-overs and the like, and has been so for enough years that you will be hard-pressed to find one, even in the junk stores.
In any case, while there are different kinds (IR, oil-filled, ceramic, etc.) they are pretty much all 1500 watts and do the same job with pretty much equal efficiency.
I have two such small 1500 watt heaters I bought a couple years ago for $15 for the pair at Wally's or Target or some such store. They work fine. One of them lives in the TT, one in my office in the sticks 'n' bricks.
