Odometers are already a lot more tamper proof. The days of just disconnect the speedo and the odometer stops are gone.
Out of state is pretty simple, we assume the miles are in state unless you provide evidence that it was out of state. This isn't too different from gas stations near state borders. States have agreements already to cover this.
When EVs make up less than 1% of cars, its was fairly easy to ignore it. If they ever make it to a substantial portion of the vehicle fleet, it can't be ignored. Fuel tax is the primary source for road funding and is one of the most fair methods as it is directly tied to your use of the system...but EVs circumvent this.
