For new construction it’s easy. Not so much for older buildings. Those of us in northern countries have block heater plugs in parking spots of residential buildings.
Partial solution is work place charging which is already growing faster than they expected. Level one 120 volt 12 amp charging is not so hard. Level 2 240 volt 12 amp or higher is a little tougher. It’ll be a gradual requirement and a gradual adaptation.
