End cap on 5th Wheel flapping in the breeze

Yesterday, going south down the NJ Turnpike, we saw a 5th wheel from Vermont. The driver back corner was damaged. I am guessing that this caused the back cap to begin to separate from the rest of the 5th wheel. As it drove along, the cap would blow up from the bottom. As it passed us, it was lifting about half way up. Hope these people got where they were going.
