Equalizer Brand Hitch - Weight Bars Position Question

Do the weight bars need to be parallel to the trailer frame? I was thinking they are suppose to be parallel. The installer has mine pie sliced shaped but pulled well except for a little popping.

1 washer on the head = 1 hole in the bracket, according to the tech support guy I talked to at Equalizer. I would try to get it relatively parallel.
