You need to set up the front of your truck. Don't worry about being on level ground as yet. Measure the front of your truck unhitched. Then hitch up w/o the bars. Then measure that number. Lets say for example your 39 unloaded, 41 loaded. You want to be 40 or less but no less than 39. If you can get that part done then you're most the way there. Next check the TT for level (parallel to the ground), and adjust the WD head up or down to set trailer parallel. You may have to go 6-7 washers to return the front to 1/2 its loaded height. You need to really raise the rear of the truck and TT tongue to get the bars to snap up. I had a 2010 F150 with a TT that had a TW of 900lbs =/-. I used an EQ with 1200lb bars and ran 6 washers. Not sure what your TW is but 1/2 tons are squishy and will take a bit more to set up than a 3/4-1 ton.
