That's a stretched mid-90s Caprice/Impala. Costs a small fraction of a properly equipped tow vehicle (truck).
My '94 (and '96) stretched Fleetwoods cost less than $3k. Same LT1 as that Impala and same wheelbase. Actually, the wheelbase on my '94 was longer than my Allegro motorhome by about 6".
