If the campground has a well and pump and the electricity goes out, so goes the water. We always carry water in our tank for emergencies and usually have a couple of gallon jugs of drinking water that we can use and save the empties to refill. We have always been notified of water outages before they happened so we can prepare.
At Fox Den Acres in Pittsburgh, PA - a thunderstorm came in and water stopped. Like sdiane1, we also carry a bit of water in our fresh water tank (it's not the freshest, but it got us by). We got lucky, it was off for about 13-14 hours and came back on in time for me to dump + flush my tanks at the site.
