Did they actually submerge the mounted tire in a tub and leak test it, to find the source of the leak?
valve stem = fixable
bead - fixable
tread - fixable (recommend plug AND patch)
I've had good service in the past from NTB (Sears) and Les Schwab with tires that developed a slow leak.
