In NJ, which I presume is the same in NY, the white transponders are only for 2-axled vehicles 7,000 lbs and under. Vehicles over that weight and axle limit need to have a commercial account (blue transponder).
NY does not require a commercial account for RV's, but we did get the blue transponders when we enrolled our coach in the NY Thruway's Motorhome Plan. With that plan, we are charged regular passenger car per axle rates rather than the higher "tall vehicle" (over 7') tolls. We have one transponder for the coach alone, and another for when we're towing the toad. Each tag has a different vehicle type code. The E-ZPass rep said having the two tags would make sure our tolls were recorded properly. The unused tag, like the one in the toad when in tow, is kept in an RF shielded pouch.
