You said you'd heard NJ was checking speeds and mailing tickets. :)
I agree it would be easy for them to do this and could probably be legal too. Similar to using cameras to ticket people for running red lights.

The same could be done using any of these electronic payment systems, it would be trivial to calculate speed between toll plazas.
