I agree with what most folks said about road type and quality from Panaca to St George. Living in the area and thinking you'll be doing a round trip, consider going via Cedar City for one of the legs.
Google Maps shows only a 7 mile difference between the routes if the Cedar-to-Hurricane leg goes through Toquerville. And it shows an estimated travel time that is virtually identical since the longer route spends more time on I-15 with a higher speed limit.
