I'm guessing here but do you have a stack of small wood pieces that are stacked to a height just under the jacks "road worthy" position? This would be so that there is minimal cranking to lower the jack. Edit: OK simultaneous response that you used four pieces of wood.
Here's a solution: Use one piece of 6' x 6" block under the tongue jack. I use one that is about 12" long and it never moves.
