Hey Vern, just returned from camping at a lake New Hogan in California. They DO allow campfires in the fire ring or BBQ. It was a hot time there with daytime temps at 105. In the evening we did start a campfire in the fire ring. We always keep a bucket with water handy, and I keep my Toy Hauler "pressure washer" ready with hose. But, then the wind came up and embers started to blow around. Dry grass about 10 feet away. I did not feel comfortable with those conditions, so I put out the fire. There was no restrictions on fires but I know I could have set the campground on fire at night with a full campground. So common sense should be included even if there is no fire restrictions.
