I'm hardly a chemist ('though my dad was) but even I learned way, way, way back 100 yrs ago in grade school that hydrogen and oxygen in their vapour form are flammable. :E Since water = H2O I would have thought it only common sense that you'd not want to put a lighter to any vapour when you have no idea what the result might be. :S
