Doubt it, but of course it depends on what the flammable component is. Oxygen is needed for combustion, and it is needed in the right proportions. For example, the fuel tank on your vehicle likely contains an electric motor (fuel pump) connected with bare wiring connectors. It never explodes because there is never enough oxygen in the fuel tank to support combustion.
So while the 'fuel' coming out of the faucet hit the air which provided oxygen in the right proportion, it is doubtful the hot water tank contained the same mixture of gasses.
