I've camped at Loon's Point RV Park (right on the water) just east of Cedarville and the Les Cheneaux ("the Channels") Islands. The islands keep the water calm - we were kayaking with no problems. Not sure if there's a boat rental there - if not, try the town of Hessel? They have large marinas.
