I'm not a fisherman, but Jetty Park in Cape Canaveral, Florida has a long fishing pier that doesn't require a license. It borders the shipping channel the cruise ships use to go in & out, so the view is interesting. The campground is just across the parking lot from the ocean beach, so if that is appealing, the fishing may be a bonus. You're next to the Kennedy Space Center and may see a rocket launch if you time it right. Don't know how good the fishing is, but there always seemed to be people there with a lot of fishing gear.
