Flying one flag below another on the same mast or pole or halyard is an indication that the vessel is a "Prize", captured in battle. The lower flag is the country of the captured vessel, the upper is the flag of the captor.
So if you pirated someones RV at a campground during battle, you could display the flags as mentioned. I`ll have to remember that one next time I display the flags.
