Accidents happen because of differences in speed. The safest environment is when all vehicles are traveling the same direction and at the same speed. California needs to figure that out.
It would not hurt for them to just slow a bit when passing. Or if the lead person going 70 would move to the right(after passing the truck going 62) so the 80+ can go by. In CA it is common to have a stack of 80+ cars in line (all tailgating like it was Talladega) that all want to pass so they can exceed the 70 limit.
Increasing the speed of trucks just increases the impact when the accident occurs.
