My Forest River Rockwood SS Lite is a 2008 model. The front cap is molded with an S shape on each side so it can expand and contract without putting lots of tension on the fasteners. So it was built to be attached to the frame, someone just forgot to put the screws in it.
There were not any screws in it and that is the reason it kept moving when I towed the camper. It would move as much as 1/2 inch from side to side. I continually resealed it with rubber caulk and had a heck of a mess to clean up when I repaired it.
