Apparently NY does not have a law such as many states do, that if there are X number of vehicles trapped behind you, you are REQUIRED to pull over at the first available SAFE place to allow them to go by.
In Montana, IIRC, it is 5 vehicles, and it IS enforced.
If NY has such a law, but "rolling road blocks" are tolerated, then those who should be enforcing the law should be taken to task about it.
Personally, I am with the stop and have a cup of coffee (and/or a piece of pie) folks. It is fruitless to stress over that which you cannot change.
