That blog just happens to appear on a company website that sells dashboard GPS and Phone mounts. They also sell a windshield suction cup mount.
Since I usually question things that seem to be self serving, I googled the******out of the issue. The only state that keeps coming up as illegal is California (of course).
Now, I would think you might get in hot water if you had something on the windshield that blocked your vision, I can find nothing credible that indicates suction cup mounts themselves are illegal in 'many states' as the blog states.
I was told by a cop in Minnesota that the only legal place for a GPS or camera on the dash or suction cup mount is next to the A post, on the drivers side of course.
Not that they enforce it though.
