The inside bearing slides on easily, but the outside bearing won't slide on. I've sanded the spindle a bit and it feels pretty smooth, so I'm wondering if that outside bearing should slide on, or if it gets pressed on by the nut?

Outside bearing no problem with the seal. Its probably got a burr. Get a file and go all around the outside edge of the journal. If you can get access to a set of digital calipers you can check the measurements. And no the bearing doesn't get press fit.
