I sure don't see how the merchant is as you imply "ripping you off". He sets his pricing and payment policies and it's up to the consumer to either accept those or take their business elsewhere.
Also you implication that the OP should be getting the same cash price using a debit card vs. a credit card because there was no difference in the cost to the merchant between those two forms of payment was WRONG to begin with.
I can also see that their might also be hidden costs for the merchant to process and track/account differently for credit and debit transactions vs. cash transactions so the actual direct costs might not be the only costs to the merchant in handling non cash transactions and that could vary merchant to merchant.
