Yes.
Our bathroom, right above the furnace, gets too hot. So, I partially cover the floor vent with a wastebasket. However, if I cover more than about 1/2, the furnace will start to short cycle, just as you describe. Take the wastebasket off, and it will run steady.
Could be either return air, or hot air, that may be restricted.
