They've been going up for some time but last week they shot up. I drive a diesel and diesel is now cheaper than gas. Where I live there are 4 stations that are at $3.94-99. No diesel near me accept on...

Not sure I would call it 'full service', since all they do is pump it for you. That parts nice, although 1/2 the time I could get it done quicker myself. Oregon has higher gas taxes than some other states so generally we are higher. But WA to the north and CA to the south both have self serve and prices in WA are the same or higher and CA is always higher. IMO I wish Oregon would go the self serve route.
California has a gas market all it's own. No gasoline can be imported in to the state due to California's special blend of gasoline. The gasoline has (among other things) more oxygen molecules to allow the gas to burn cleaner. All refineries in the state operate at near capacity. The "Green" folks will not let a new refinery be built. Quite the opposite, many have been closed down in the last 20-30 years or so.
They oil companies take advantage when a competitors refinery goes down, and they raise the price. High $4.00 in the summer time not uncommon.
