A large part of that has to do with the lack of standardization as to which side of the vehicle the fuel filler is on. Imposing one way traffic either means making it nearly impossible for some people to fill up or at least having some lanes that are unusable by some vehicles, even if they are empty and there's a line at the other lanes.
The solution, of course, is to get all the car makers to put the fuel filler on the correct side. Unfortunately, that would probably take a literal act of congress (or at least rulemaking by the federal DOT).
